Decision of the People's Government of Guangzhou Municipality on the Decentralization, Delegation and Withdrawal of Some Municipal Administrative Powers
(Issued on January 31, 2021 in accordance with Decree No. 178 of the People's Government of Guangzhou Municipality and put into effect on March 1, 2021)
In order to deepen the reform of "decentralization, management and service" and further transform the government functions, the municipal government has decided to have 187 municipal administrative power items implemented by districts (including functional districts, the same below), of which 22 items are decentralized and 165 items aredelegated; 13 municipal administrative power items originally changed to be implemented by districtsare withdrawn.
As for the administrative power items in the list of decentralized items, which can be decentralizedonly after the relevant regulations are amended by the Standing Committee of the Municipal People's Congress, the relevant municipal authorities as the implementing bodies shall, within one year from the date of promulgation of this Decision, put forward proposals for amending the relevant regulations in accordance with the legal enactment procedures.
Districts and relevant municipal authorities shall strengthen coordination and cooperation, complete the adjustment and handover work within 30 working days from the date of promulgation of this Decision, and timely announce to the public the departments undertaking the items subject to adjustment, the handover date, etc. From the date of handover, the undertaking departments shall be responsible for handling relevant matters, and the original implementing department shall continue to complete the handling of those applications previously accepted. All districts shall take the initiative to cooperate with the relevant municipal authorities in convergence and implementation, strictly deal with matters in a legal and standard way, simplify the procedures, optimize the process, shorten the processing time, and provide efficient and convenient services for enterprises and the masses. Relevant municipal authorities shall strengthen professional training, guidance and supervision, help each district solve problems and difficulties encountered in the implementation, and ensure that matters can be decentralized, taken over and managed well.
