Rules of Guangzhou Municipality on the Management of Building Number Plates

  (Issued on July 12, 2007 in accordance with Decree No. 3 of the People’s Government of Guangzhou Municipality, amended for the first time on September 30, 2015 in accordance with Decree No. 132 of the People’s Government of Guangzhou Municipality, amended for the second time on March 27, 2017 in accordance with Decree No. 147 of the People’s Government of Guangzhou Municipality, amended for the third time on November 14, 2019 in accordance with Decree No. 168 of the People’s Government of Guangzhou Municipality and amended for the fourth time on April 19, 2023 in accordance with Decree No. 199 of the People’s Government of Guangzhou Municipality)

  Article 1     These Rules are formulated in accordance with the Regulations of Guangdong Province on the Management of Geographical Names, the Regulations of Guangzhou Municipality on the Management of Geographical Names and relevant national rules and regulations, on the basis of the actual conditions of this Municipality and with a view to strengthening the management of building number plates in this Municipality, satisfying the needs of urban construction and social development and facilitating the daily life and work of the general public.

  Article 2     The term “building number plates” herein refers to geographic position identification plates of yards and separate houses, each consisting of a road/street name and a serial number.

  Article 3     These Rules shall apply to the numbering, installation, maintenance and other management activities of building number plates within the jurisdiction of this Municipality.

  Article 4     Building number plates shall be numbered, installed and maintained by the principle of unified management, convenience to the general public, history basis, and relative stability.

  Article 5     The municipal public security organ shall be responsible for the production, installation, replacement and maintenance of building number plates, the overall planning, guiding and supervision on the management of the building number plates and the organization of the implementation of these Rules.

  District public security organs shall be responsible for detailed management of the building number plates within their jurisdictions.

  The authorities in charge of civil affairs, land resources and planning, housing and urban-rural development, market regulation, tax service, etc. shall coordinate in the implementation of these Rules ex officio.

  Sub-district offices and town governments shall assist the public security organs in managing the building number plates within their jurisdictions.

  Article 6     The municipal and district public security organs shall strengthen the organization and implementation of the management of building number plates, with the necessary expenditures being included in the financial budget at the corresponding levels. No fee shall be charged from the building owners or users.

  Article 7     Building number plates shall adopt standard road/street names approved according to law.

  Article 8     Except the historical numbering sequence, the public security organs shall number the building number plates from the beginning of the road/street according to the following rules, with odd numbers used for the buildings on the left side and even numbers on the right side:

  (1) For an east-to-west or almost east-to-west road/street, the west end shall be deemed as its beginning;

  (2) For a north-to-south or almost north-to-south road/street, if it is on the south of the Pearl River watercourse in Guangzhou (starting on the west from the south end of Baisha River central line, passing west waterway of the Pearl River, White Goose River Basin, front waterway of the Pearl River, Ersha Island, the waterway to the south of Haixinsha, the waterway to the north of Beidisha and Emeisha, the waterway to the north of Changzhou and Dajisha, and the waterway to the south of Dahaosha, and ending on the east at the junction between the borderline of Panyu District and Huangpu District and the borderline of Guangzhou and Dongguan), the north end shall be deemed as its beginning; if it is on the north of the hereinabove watercourse, the south end shall be deemed as its beginning; and

  (3) For a non-penetrating road/street (including courtyards, residential groups, residential quarters, etc.) the entrance shall be deemed as its beginning and the building number plates are arranged in the depth direction.

  Where there are buildings/courtyards only on one side of a road/street, the building number plates shall be numbered in sequence from the beginning of the array as the direction of the road/street.

  Article 9     Public security organs shall arrange and install building number plates for all finished buildings and all the buildings where the first floors have been completed.

  Public security organs shall reserve building number plates for buildings in the planning stages according to the information shown on the construction project planning permit approved by the planning and natural resources authority.

  Planning and natural resources authorities shall copy to or share with public security organs the information shown on the construction project planning permit.

  Article 10   For the buildings without legal construction approval, public security organs shall arrange and install temporary building number plates.

  Where it is difficult to find the information of a building, public security organs may consult the planning and natural resources authorities or require the owner/user of the building to give assistance by providing evidence of legal construction approval of the building.

  Article 11    Specifications for production and installation of building number plates shall be determined respectively by municipal public security organs.

  Building number plates shall be installed at conspicuous positions on the front surfaces of buildings.

  Temporary building number plates shall adopt a design different from formal building number plates.

  Article 12   In the case of any change of the road/street name where a building is located, the district public security organ shall organize to replace all the building number plates involved in a unified manner.

  Article 13   District public security organs shall perform the daily inspection for building number plates within their jurisdictions. In the case of any wrong or reduplicative building number plate, the district public security organ shall notify in writing the building owner/user and timely change such a building number plate; in the case of any missing, damaged or stained building number plate, the district public security organ shall timely recover such a building number plate; in the case that a building has been permanently removed, the district public security organ shall timely deregister such a building number plate in the building number plate management information system.

  Where the relevant officers responsible for networked urban management find any wrong, reduplicative, missing, damaged or stained building number plate during patrol inspection or find out that a building has been permanently removed, they shall timely report to the sub-district office or town government with jurisdiction over such a building, and the sub-district office or town government shall then report to the district public security organ. After receiving such a report, the district public security organ shall timely take actions in accordance with the provisions of the preceding paragraphs.

  Article 14   Where an owner/user of a building finds out that the building number plate is wrong, reduplicative, missing, damaged or stained, he/she may report in writing to the district public security organ.

  After receiving such a written report, the district public security organ shall make investigation and verification and report to the municipal public security organ. The municipal public security organ shall complete the replacement or maintenance of the building number plate within 30 days.

  Article 15   When implementing replacement of wrong or reduplicative building number plates, the district public security organs shall try to keep the stability of the building number plates of adjacent buildings and reduce the impact on the persons concerned, and shall publicize relevant information by virtue of appropriate means.

  Article 16   In the case of decoration of a building, the user may temporarily remove the building number plate, but shall recover it within 3 days upon the completion of the decoration.

  Article 17   Any entity or individual is forbidden to conduct the following acts that disrupt the management order of building number plates:

  (1) Covering, masking or staining the building number plates;

  (2) Setting or changing the number of the building number plate without permission;

  (3) Producing or removing the building number plates without permission;

  (4) Destroying the building number plates.

  Article 18   Administrative authorities/agencies in charge of public services shall use the building number plates uniformly assigned by public security organs when registering addresses. Building number plates only serve to identify the geographic positions of buildings, and shall not be used as certification of the legitimacy of the buildings.

  Where a building number plate is changed, the public security organ shall timely notify relevant administrative authorities/agencies.

  Where the address information involved in public services including household register management, ownership registration, market entity registration, tax registration and vehicle registration needs to be updated due to the change of building number plates, the relevant administrative authorities/agencies shall update such information for the persons involved free of charge.

  Article 19   Public security organs shall strengthen management of building number plate files, establish and improve a building number plate management information system, timely update the information in the system, and provide building number plate information services according to relevant rules and regulations.

  Article 20   After formal denomination, name change or name cancellation of a road/street, the municipal civil affairs authority shall timely notify the district public security organs with jurisdiction over the road/street of such information.

  Article 21   Relevant authorities in charge of civil affairs, housing and urban-rural development, public security, planning and natural resources shall, ex officio, include standard geographical name information for roads and alleys, standard geographical name information for residential areas and buildings with important geographical significance, building number plate information, room numbers and shop numbers on each floor of buildings into such geographic information data sharing platforms as the Smart Guangzhou Spatio-temporal Big Data Cloud Platform. Efforts shall also be made to promote the information-based application of standard geographical names, building number plates, room numbers and shop numbers on each floor of buildings, and achieve information sharing among relevant government sectors.

  Article 22   Where any individual or entity violates Articles 16 and 17 herein by failing to re-install a building number plate to the original position, masking, covering or staining a building number plate, setting or changing the number of the building number plate without permission, producing or removing the building number plate or destroying the building number plate, the district public security organ shall order him/her/it to make corrections within a prescribed time limit; where he/she/it fails to correct it within such time limit, punishments shall be imposed on in accordance with the relevant provisions of the Regulations on the Management of Geographical Names, the Regulations of Guangdong Province on the Management of Geographical Names, and the Regulations of Guangzhou Municipality on the Management of Geographical Names.

  Article 23   Where a building number plate management officer of the public security organ, in violation of these Rules, fails to perform his/her duties required by law, the competent authority shall order him/her to make corrections and impose sanctions on the person in charge responsible and other persons directly responsible; if a crime is constituted, criminal liabilities shall be investigated and affixed according to law.

  Article 24   These Rules shall come into force on May 1, 2017.
