Decision of the People’s Government of Guangzhou Municipality on Retaining, Devolving and Removing Items Subject to Administrative Licensing and Filing
(Issued on September 30, 2016 in accordance with Decree No. 142 of the People's Government of Guangzhou Municipality and put into effect on September 30, 2016)
The Municipality has adjusted the administrative licensing and filing items implemented at municipal level pursuant to revision of relevant laws and regulations as well as deployment by the state council and the provincial government, with a view to making further efforts in the reform of administrative approval system. Through a thorough clearance and scrutiny, the municipal government has decided to retain 218 administrative licensing items and 80 filing items, 14 administrative licensing items delegated by the provincial government, 5 filing items delegated by the provisional government or ministries and commissions, and 29 administrative licensing items to be transmitted according to relevant procedures; to devolve 70 administrative licensing items and 12 filing items; and to remove 21 administrative licensing items and 9 filing items.
Relevant municipal government sectors and district governments shall make efforts to fulfill the implementation of the removal and devolving of relevant items. For the items to be removed as decided by the municipal government, the former approval authorities shall not implement examination and approval procedures either directly or in disguised form since the date of promulgation of the Decision, and shall strengthen in-process and after supervision to realize perfect combination of control and release. For the items to be devolved as decided by the municipal government, the former approval authorities and the undertaking authorities shall strengthen communication and coordination, and complete the hand-over process well to prevent administrative vacancy. Relevant municipal government sectors and district governments shall further change government functions, deepen procedure simplification and power delegation and combination of control and release, and take effective actions to continuously enhance scientific, standardized and legalized administration.
After issuance of the catalog, items that need to be dynamically adjusted to any enactment, modification or abolishment of relevant laws and regulations shall be adjusted pursuant to the Measures of Guangzhou Municipality for Dynamic Adjustment of Administrative Approval and Registration Items.
