Decision of the People’s Government of Guangzhou Municipality on Cancellation, Adjustment or Retainment of Approval/Filing Items
(Issued on January 15, 2013 in accordance with Decree No. 90 of the People’s Government of Guangzhou Municipality and amended on September 30, 2015 in accordance with Decree No. 132 of the People’s Government of Guangzhou Municipality)
According to the requirements of the People’s Government of Guangdong Province on further deepening the reform of the administrative approval system, the Municipality has carried out the fifth round of reform of the administrative approval system by vigorously cleaning up and reducing administrative approval/filing items on the basis of market priority and social self-governance. For items that the market and society can self-regulate, administrative approval shall be removed; items that the social organization can undertake shall be transferred to social organizations; items that the district/county governments can implement shall be delegated. Through a thorough clearance and strict scrutiny, the municipal government has decided to remove 60 administrative approval items and 18 filing items, adjust 138 administrative approval items and 29 filing items, and retain 201 administrative approval items and 67 filing items. The provincial people’s government, ministries and commissions have devolved 130 administrative approval items and 5 filing items, and entrusted 15 administrative approval items and 2 filing items.
Relevant municipal government sectors and all district governments shall further transform government functions, actively adapt to the needs of economic and social development, shift the emphasis from control to service and regulation, and strive to improve the capabilities in economic adjustment, market regulation, social management and public services. The retained administrative approval/filing items shall be subject to unified numbering and standardized management in the Guangzhou Municipal Administrative Approval/filing Items Management System. For the administrative approval/filing items not included in the retained and adjusted item list herein, the relevant authorities shall not carry out the approval/filing. For administrative approval/filing items newly added and adjusted herein, the competent authority responsible for the implementation shall report it to the municipal legal affairs office for review and announcement timely, and implement dynamic management. All relevant authorities shall take effective measures to strengthen the supervisory responsibilities and ensure that the administrative approval/filing items removed and adjusted are strictly implemented. Meanwhile, all authorities shall publish on their portal websites the list of administrative approval/filing items that have been cancelled, adjusted or retained to facilitate the inquiry of the public.
